You will need to use a hammer drill which functions as a mini jackhammer to remove most ot the terrazzo. You can attempt to remove the stain yourself or contact a professional stone restoration contractor. I ve been told that surface grinding and a good mortar over top works but the height is an issue here and needs to be taken down to the bare concrete.
